As we meet for the 54th General Council meeting of the NCERT, it is important that we use this opportunity, not merely to discuss administrative issues, but engage on the core function of NCERT - the creation of textbooks for millions of students who are studying in schools across the country. At the outset, let me congratulate you for initiating the process of reviewing the textbooks in all subject areas and specifically seeking suggestions from the teachers in this regard. <br /><br />
Textbooks have often been changed with the change of governments. As new governments come in, they critique the earlier books. However, the tragedy of our education system is that these critiques are only ideological. Some governments bring in left-wing academicians, others bring in right-wing academicians and they criticize textbooks and curriculum on ideological grounds. However, this ideological battle ignores the very person who needs to be at the centre of this debate: the child. <br /><br />
The Government of NCT of Delhi has been strongly committed to improving the quality of government school education. As an Education Minister I have personally interacted with hundreds students in the past two years, talking to them, visiting their classrooms, seeing their notebooks, discussing their curriculum and textbooks. I think it is important to review our textbooks from their perspective. We need to move beyond the dichotomy of left and right and bring the child to the centre of our discussion. I believe that the NCERT books need to be reviewed from the following perspective:<br /><br />
<ul style="text-align: left;">
<li>Is the textbooks child friendly across all stage? In other words, does it help children build on their own life experiences in their quest for learning? </li>
<li>Are these books appropriate for the children’s existing learning levels? Is their language child-friendly? </li>
<li>Do these books attract and interest children? In other words, do children look forward to picking it up and reading on their own as curious reader to know or understand some interesting phenomena or events? </li>
</ul>
I could have constituted a committee to examine the textbooks and come up with answers to these questions. But I choose to take different route. Over the last few months, I have personally read the textbooks published by NCERT, particularly the ones prepared for students of Std 1 to 8. Have met close to 200 school teachers in different groups, hundreds of students in different government schools and detailed sessions with about 20 teachers who have been teaching students of Std 6 to 10 in the government schools of Delhi for the period ranging from 3 to 20 years. In this process we closely examined the textbooks of Hindi, English, Maths, Natural Science/Environmental Science and Social Science.<br /><br />
Before sharing our observations on the points that we have raised above, let me also tell you the extent of the usage of these books in government schools of Delhi. We have 1024 schools run by the Directorate of Education, Government of NCT Delhi. The authorised textbooks in our schools are the ones published by NCERT. For Std 1 to 8 having about 7.5 lacs children, the Delhi Bureau of Textbooks publishes and distributes the books prepared by NCERT. About 7 lacs students enrolled in Std 9 to 12, purchase the books published by NCERT directly from bookshops using the financial assistance provided by the government.<br /><br />
We reviewed these books (particularly the ones for Std 3 to 8) subject wise and our detailed inputs are enclosed. However, the excerpts of our analyses are as follows:<br />
<br />
<b>GENERAL COMMENTS:</b>
<br />
<ol style="text-align: left;">
<li>Overall upto Std 5, the books attempts to strike connect with children but from Std 6 onwards it becomes extremely text heavy. </li>
<li>Except for the book “Social and Political Life” (Saamajik Evam Rajnaitik Jeevan) in Social Science it is not clear at times whether the book is for children or their teachers. Are textbooks intended for teachers to teach from? Are they intended for reading aloud in the classroom? Are they intended for students to read before they come to the classroom? Or after they have been taught the lesson? I believe that we need to re-think the purpose of our textbooks. I believe that we need to re-think the purpose of the textbooks. </li>
<li>In the light of the evidence available through Annual Status of Education Report (ASER) of last many years which points that more than 40% students in Std 6 cannot read a text of Std 2 level, is it appropriate to design the books with so heavy texts? Our own baseline survey done by the teachers in July 2016 of their students in Std 6 of the Government schools of Delhi found that 74% students could not read a paragraph from their own textbooks. Under these circumstances, is it appropriate to design a book where the text is organised in double column with single space and small font size making the page look extremely dense. Science textbooks starting from Std 6 onwards is precisely like that. The very design of the textbooks excludes a large segment of children in our classroom.</li>
</ol>
<b>SCIENCE</b><br />
<br />
Contrary to the intention of having an interaction with a child, the tone in the Science textbooks from Std 6 to 8 is very directional leaving little scope of any dialogue. The language in Hindi medium books is extremely difficult and uses words that even you and I would not understand easily, let alone children who are struggling with basic reading skills. The heavy language creates a scenario of exclusion of these children from gaining any knowledge on these subjects, and they are left with no choice but to memorise the information in the books. This difficult language the chain of thoughts for the child and therefore the complexity of language comes in the way of understanding the scientific concept. Meaning of the scientific term along with illustration on the same page where it is mentioned would better serve the purpose rather than giving it at the end of the chapter. <br />
<br />
<b>MATHEMATICS</b><br />
<br />
In Mathematics, there seems to be an information overload. The activities are lost in detailed instructions. The emphasis seems more on algorithm to arrive at the right answer. All questions in the textbooks require children only to use the algorithm, rather than connect mathematics to their live. Building from concrete and connecting it with abstract is missing therefore it becomes difficult for the child to find any relation between the mathematics in her daily life with the one presented in her book. The very approach to mathematics needs to change; to first connect it with the child’s life and then take it towards abstract concepts.<br />
<br />
<b>ENGLISH</b><br />
<br />
English is not the first language of most children in our schools. In most cases, there is very little scope for the child to hear English other than those during the English period. Despite this, activities on listening and speaking are largely missing from the textbooks. Further, the writing task in primary grades textbooks is without visual or verbal clues. Text in the upper primary class books are not contemporary hence the child finds it difficult to establish connect. Many stories have difficult vocabulary and complex themes. <br />
<br />
<b>HINDI</b><br />
<br />
Hindi textbooks, particularly those for Std 6 to 8, the choice of text assumes that by the time children come to upper primary classes they can read text whether narrative or informative quite fluently. However, if that is not the case than the text, due to varied form of languages in different prose and poetry comes in the way of child understanding. For example, there are many stories related to Gandhiji’s life that would be of interest to children and that can communicate the desired values to them but the choice for Std 7, “Ashram Ka Anuamanit Vyay” leaves the child to deal with items which are not in use anymore and calculation of cost with little clarity on what it seeks to teach.<br />
<br />
<b>SOCIAL SCIENCE</b><br />
<br />
Social Science comes across as a vast subject having three textbooks in upper primary classes- Social and Political Life, Geography and History. I would like to compliment you on the quality and creativity of the ‘Social and Political Life’ (SPL) textbooks. Many other textbooks need to learn from these SPL books, especially its attempts to relate the subject with the world around the child. In terms of design, the textbook of SPL looks the most interactive with several examples. However the examples, instead of being illustrative for the child are mentioned as exhaustive or so it turns out to be. For example, in the textbook of Std 6, page 99 the there is a question to the child to state the nature of inequality faced by a charter in the textbook. This promotes rote learning and does not encourage the child to critically reflect on inequality that she/he encounters in their own life. Out of all the Social Science textbooks, the one’s which seem most child-unfriendly are the geography books- being content and concept heavy, without any attempts to relate the subject to the life of the child. In Std 7, the chapter “Hamari Prithvi ke Andar” several information related to the interior of earth is explained in just three pages. These are pure facts and the way it is presented leaves no option for the child to just cram it and reproduce in exams. One small size map is used to illustrate several phenomenon. History textbook is the most overloaded in terms of content, of all the three in Social Science subject. In Std 6 itself there are 12 chapters. There are too many cross referencing across different chapters. The Std 7 textbook covers the content which is taught in two full papers in the undergraduate degree in Delhi University. Towards the end of chapter it says, “Aao Phir Se Yaad Karen” (Let us memorise again). This approach reiterates the fact that history can be learnt only by memorising key dates and events.<br /><br />
These are some of the examples. Please refer the enclosures for more detailed analyses. <br /><br />
We are sharing our inputs with you with the expectation that the next series of NCERT textbooks would be significantly better than the current series. We would like to suggest that at the beginning of each chapter or topic, the objectives of teaching that topic/chapter, how it connects with the previous topics/chapters and what learning outcome is sought to be achieved by teaching that should be stated. This approach might help you in determining what should be included and what should be left out. <br /><br />
Delhi government conducted an extensive exercise where 24,000 teachers were involved in the creation of supplementary material, ‘Pragati’, that attempts to overcome the shortcomings in the textbooks, as felt by the teachers themselves. I am also including some sample copies of ‘Pragati’, for your reference, as to how textbooks can be made more engaging and child-friendly.<br /><br />
I hope you find our inputs useful and we look forward to next edition of the NCERT textbooks that caters to the emerging learning needs of today’s children.<br />

चुनाव और बच्चों की परीक्षा के कारण काफी दिनों बाद स्कूल के औचक निरीक्षण पर गया। आज आलोक भारती सीनियर सेकेंडरी स्कूल, खुरेजी खास का इंस्पेक्शन करने पहुंचा। ये सरकार से सहायता प्राप्त लेकिन प्राइवेट स्कूल है। बच्चों से बात की तो पता चला कि यहां भी सिक्योरिटी गाड् र्स, ड्राइवर्स, ठेली वाले, मजदूरों इत्यादि के बच्चे पढ़ते हैं। प्राइवेट मैनेजमेंट होने के बावजूद इसकी हालत सरकारी स्कूलों से भी खराब थी। मुझे दुख होता है कि गरीब बच्चो को पढ़ाने के नाम पर हम इन बच्चों के भविष्य के साथ ही खिलवाड़ नहीं कर रहे बल्कि देश के भविष्य के साथ भी खिलवाड़ कर रहे हैं।<br />
टीचर्स के हाजिरी रजिस्टर पर फर्जी हाजिरी या बच्चों के फर्जी दाखिले दिखाकर किताबें, यूनिफॉर्म, स्कॉलरशिप लेने का धंधा यहां खुलेआम चलता दिखा। सारे तथ्य विभागीय जांच के बाद सामने आएंगे।<br />
सबसे हैरानी और दुख देने वाली बात ये थी कि छठीं क्लास की हाजिरी रजिस्टर में सिर्फ 12 बच्चों के नाम थे। इनमें से भी 10 बच्चे पिछले पूरे साल स्कूल नहीं आए। इन बच्चों का दाखिला फॉर्म निकलवाकर जब पैरेंट्स से बात की तो पता चला कि एक बच्चा पिछले 4 साल से प्राइवेट स्कूल में पढ़ रहा है। एक और बच्चे के पिता ने बताया कि इस स्कूल में दाखिले के लिए फॉर्म तो भरा था लेकिन स्कूल ने दाखिला देने से मना कर दिया था। स्कूल के कागजों के मुताबिक ये सारे बच्चे इसी स्कूल के छठवीं क्लास में पढ़ते हैं। आश्चर्यजनक बात ये भी थी कि जिन पैरेंट्स से बात हुई उन सबके बच्चे पास के एक प्राइवेट स्कूल में पढ़ते हैं। सारे मामले की सघन जांच की जरूरत है। मामले की जांच के आदेश दे दिए हैं।

दिल्ली के सरकारी स्कूलों में नये कमरे बनने, इंफ्रास्ट्रक्चर सुधरने, टीचर्स और प्रिंसिपल्स की ट्रेनिंग, प्रिंसिपल्स के अधिकार बढ़ाने, मेंटर टीचर्स, मेगा पीटीएम, समर कैंप आदि के बाद सुखद परिवर्तन देखने को मिल रहे हैं। इसकी शुरुआत बजट बढ़ाने से हुई थी। आज दिल्ली देश का एकमात्र ऐसा राज्य है जो अपने बजट का एक चौथाई हिस्सा (24 परसेंट) शिक्षा पर खर्च कर रहा है। हालांकि अभी सरकारी स्कूलों में बहुत काम होना बाकी है। माहौल और सोच को बदलने के लिए काफी कुछ किया जाना बाकी है।<br />
दिल्ली में स्कूली शिक्षा का एक पहिया प्राइवेट स्कूलों के सहारे चल रहा है। सरकारी स्कूलों में शिक्षा के नाम पर लंबे समय तक होती रही रस्म अदायगी के बीच क्वालिटी एजुकेशन देने का काम कुछ अच्छे प्राइवेट स्कूलों ने किया। क्वालिटी एजुकेशन को बनाये रखने के लिए मैं हमेशा कुछ प्राइवेट स्कूलों की भूमिका की प्रशंसा करता रहा हूं। शायद यही वजह रही होगी कि पिछले 30-40 वर्षों में जनता की अरबों रुपये की जमीन कुछ प्राइवेट स्कूलों को एकदम मुफ्त में या लगभग मुफ्त में दी गई।<br />
अगर ये जमीन स्कूलों को न दी जाती तो संभवत: यहां सरकारी स्कूल ही बने होते। दिल्ली में करीब 300 स्कूल ऐसे हैं जिन्हें जनता की अरबों रुपये की जमीन इस आशय के साथ दी गई कि उस जमीन पर अच्छा स्कूल चलेगा तो आसपास के इलाके में रहने वाले लोगों के बच्चों को अच्छी पढ़ाई मिलेगी। अच्छा स्कूल बना भी। चला भी। लेकिन आसपास के बच्चों को एडमिशन देने की शर्त हवा में खो गई। हालांकि इन 298 स्कूलों को जमीन देते वक्त एलॉटमेंट लेटर में ये शर्त स्पष्ट रूप से लिख दी गई थी कि ये स्कूल नेबरहुड के बच्चों को एडमिशन देने से मना नहीं करेंगे। लेकिन फिर भी वर्षों तक इस शर्त को नजरअंदाज किया गया। इन स्कूलों में दिल्ली के बहुत से प्रभावशाली लोगों के बच्चे पढ़ते हैं। अमीर से अमीर लोग यहां अपने बच्चों का एडमिशन कराने के लिए लाखों रुपये का डोनेशन देते हैं। प्रभावशाली लोगों का वरदहस्त और एडमिशन फीस के रूप में मोटी कमाई के अलावा मुझे कोई और वजह समझ नहीं आती कि इन स्कूलों को सरकारी जमीन तो दी गई, लेकिन जमीन देते वक्त एलॉटमेंट लेटर में लिखी शर्तों को फाइलों में दबाकर रख दिया गया। पिछले दो साल में जब से मैंने इन फाइलों को झाड़ना शुरू किया है तो कई और दिलचस्प पहलू भी सामने आए हैं। यहां तक कि सुप्रीम कोर्ट के स्पष्ट दिशानिर्देशों के बाद भी जमीन एलॉटमेंट लेटर में लिखी शर्तों को लागू करने की जहमत नहीं उठाई गई। 1997 में स्कूलों को मुफ्त जमीन आवंटन पर सवाल उठाते हुए सुप्रीम कोर्ट ने कहा था-<br />
<br />
“Before parting with this case we think it appropriate to observe that it is high time the Government reviews the entire policy relating to allotment of land to schools and other charitable institutions. Where the public property is being given to such institutions practically free, stringent conditions have to be attached with respect to the user of land and the manner in which schools are other institutions established their own self function. The conditions imposed should be consistent with public interest and should always stipulate that in case of violation of any of those conditions, the land shall be resumed by the Government. Not only such conditions should be stipulated but constant monitoring should be done to ensure that those conditions are being observerded in practice. While we cannot say anything about the particular school run by the respondent, its is common knowledge that some of the schools are being totally commercial lines. Huge amount are being charged by way of donations and fees. The question is whether there is any justification for allotting land at throw-away prices to such institutions. The allotment of land belonging to the people at practically no price is meant for serving the public interest, i.e, spread of education or other charitable purpose; it is not meant to enable the allottees to make money or profiteer with the aid of public property. We are sure that the Government would take necessary measures in this behalf in the light of the observations contained herein.”<br />
<br />

दिल्ली में सरकारी जमीन पर चल रहे करीब 450 स्कूलों में से 298 में एलॉटमेंट लेटर में सख्त शर्तें लगाई गई हैं। ये शर्तें प्रमुखत: फीस, एडमिशन, गरीब बच्चों को पढ़ाने से संबंधित हैं। सुप्रीम कोर्ट ने अप्रैल, 2004 में मॉर्डन स्कूल बनाम यूनियन ऑफ इंडिया के बहुचर्तित फैसले में दिल्ली सरकार के शिक्षा निदेशालय को आदेश देते हुए स्पष्ट शब्दों में कहा था कि शिक्षा निदेशक तीन महीने के अंदर यह सुनिश्चित करें कि एलॉटमेंट लेटर की शर्तों का ठीक से पालन हो।<br />
<br />
“We are directing the Director of Education to look into letters of allotment issue by the Government and ascertain whether they have been complied with by the schools. The exercise shall be complied with within a period of three months from the date of communication of this judgment to the Director of Education. If in a given case, the Director finds non-compliance with the above terms, the Director shall take appropriate step in this regard.”<br />

इसी फैसले में आगे सुप्रीम कोर्ट ने ये भी साफ किया कि सरकारी जमीन लेने वाले स्कूल एलॉटमेंट लेटर की शर्तें पालन करने के लिए बाध्य हैं।<br />
<br />
“So far as allotment of land by the Delhi Development Authority is concerned, suffice it to point out that the same has no bearing with the enforcement of the provisions of the Act and the Rules framed thereunder but indisputably the institutions are bound by the terms and conditions of allotment have been violated by the alottees, the appropriate statutory authorities would be at liberty to take appropriate step as is permissible in law.”<br />

सुप्रीम कोर्ट के इस फैसले को प्राइवेट स्कूलों ने चुनौती देते हुए रिव्यू अपील दाखिल की थी लेकिन रिव्यू अपील में भी सुप्रीम कोर्ट ने साफ कर दिया कि उपरोक्त आदेश नियमानुसार है और स्कूलों को उसका पालन करना ही होगा। रिव्यू अपील पर फैसले में सुप्रीम कोर्ट ने यहां तक कहा कि मॉर्डन स्कूल बनाम यूनियन ऑफ इंडिया के मामले में दिया गया आदेश दिल्ली स्कूल शिक्षा नियम 177 के प्रावधानों में गैप-फिलिंग के रूप में लिया जाए। यानी रूल 177 को ठीक से पालन करने की दिशा में ही यह आदेश दिया गया है।<br />
<br />
“The additional directions given in the judgment of the majority vide para 27 in Modern School do not go beyond Rule 177 but they are part of gap-filling exercise and discipline to be followed by the Management. For example : every school shall prepare balance sheet and profit and loss account. Such conditions do not supplant Rule 177. If reasonable fee structure is the test then transparency and accountability are equally important. In fact, as can be seen from reports of Duggal Committee and the earlier Committee, excessive fees stood charged in some cases despite the 1973 Rules because proper accounting discipline was not provided for in 1973 Rules. Therefore, the further directions given are merely gap fillers. Ultimately, Rules 177 seeks transparency and accountability and the further directions (in para 27) merely bring about that transparency.”<br />
<br />

जाहिर है देश की सर्वोच्च अदालत का मानना है कि जनता की अरबों रुपये की जमीन मुफ्त अथवा लगभग मुफ्त में लेकर चल रहे प्राइवेट स्कूलों को उस जनता के प्रति और जिम्मेदारी से काम करना होगा। इसके बाद कई और मामलों में प्राइवेट स्कूल इस आदेश से बचने के लिए दायें-बायें से हाई कोर्ट में जाते रहे हैं। लेकिन स्वयं दिल्ली हाई कोर्ट ने स्पष्ट कर दिया था कि संविधान के अनुच्छेद 141 के अनुसार सुप्रीम कोर्ट द्वारा निर्धारित कानून से अलग फैसला हाई कोर्ट द्वारा नहीं दिया जा सकता।<br />
<br />
“So far as the question is concerned, Article 141 of the Constitution unequivocally indicates that law declared by Supreme Court shall be binding on all courts within territory of India.”<br />
<br />

इसके बाद दिल्ली सरकार द्वारा सभी प्राइवेट स्कूलों के लिए जारी नर्सरी एडमिशन गाइडलाइंस को खारिज करते हुए दिल्ली हाई कोर्ट ने व्यवस्था दी कि सरकार, प्राइवेट स्कूलों की स्वयत्तता बनाये रखे। इस फैसले को आधार बनाते हुए सरकारी जमीन पर चल रहे प्राइवेट स्कूलों ने फीस बढ़ाने के अधिकार को भी स्वायत्तता से जोड़ने की कोशिश की। लेकिन यहां एक बार फिर दिल्ली हाई कोर्ट ने साफ कर दिया कि सरकारी जमीन पर चल रहे प्राइवेट स्कूलों को अपनी फीस बढ़ाने से पहले सरकार से इजाजत लेनी होगी।<br />
हाई कोर्ट ने यहां साफ किया कि सभी स्कूलों के संबंध में फीस तय करने के मामले में दिये गए स्वायत्तता बनाये रखने के फैसले को इन 298 स्कूलों की फीस बढ़ाने की स्वायत्तता से नहीं जोड़ा जा सकता। क्योंकि नर्सरी गाइडलाइंस फैसले में सरकारी जमीन पर चल रहे प्राइवेट स्कूलों की एलॉटमेंट शर्तों का विषय ही सब्जेक्ट में नहीं था।<br />
<br />
“The issue regarding the liability of private unaided schools who are allotted the land at concessional rate by DDA was not the subject matter of the batch of petitions decided by the Division Bench.”<br />
<br />

<br />
इसी तरह के एक फैसले में दिल्ली हाई कोर्ट ने इन प्राइवेट स्कूलों की यह दलील भी खारिज कर दी थी कि एलॉटमेंट लेटर की शर्तें लीज डीड में नहीं थीं। हाई कोर्ट ने जोर देकर कहा कि स्कूलों को डीडीए द्वारा निर्धारित एलॉटमेंट लेटर की शर्तें माननी ही होंगी। <br />
<br />
“The terms and conditions of the letter of allotment empowered the authorities to add or impose such other conditions which the allottee was obliged to agree having taken benefit thereof. The terms and conditions of the Lease Deed certainly does not contain the condition of free treatment to poorer Sections of the Society but the same was part of the letter of all allotment itself and they would be applicable to the allotments mutatis mutandis particularly when there is no conflict between them and they duly are supplement to the each other.”<br />

“It is common knowledge that though the there is obligation on the State to provide free and compulsory education to children and the corresponding responsibility of the institution to afford the same, educational institution cannot be allowed to run as ‘Teaching Shops’ as the same would be detrimental to equal opportunity to children. This reality must not be ignored by the State while considering the observations made in this judgment. Hence, we only observe that to avail the benefit of the Right to Education Act to a child seeking for nursery school as well, necessary amendment should be considered by the State. We hope and trust that the Government may take the above observation in the right spirit and act accordingly.”<br />

देखा जाए तो सुप्रीम कोर्ट के 2004 के आदेश के बाद तीन महीने के बाद से इन 298 स्कूलों में एलॉटमेंट लेटर की शर्तों के अनुसार ही नर्सरी एडमिशन की प्रक्रिया बनाई जानी चाहिए थी। लेकिन ऐसा नहीं हुआ कारण चाहे जो भी रहे हों। अब जबकि सरकार ने सुप्रीम कोर्ट के उस आदेश का पालन करते हुए गाइडलाइंस बनाई हैं तो इन 298 स्कूलों को इनका पालन करना चाहिए। हालांकि ये स्कूल, सुप्रीम कोर्ट के आदेश पर बनाई गई गाइडलाइंस को चुनौती देते हुए दिल्ली हाई कोर्ट में गए हैं।

This is an example widely used during Jeevan Vidya workshops. Let us say A and B are two people, and we make a record of what A feels about a mistake he/she has made and about a mistake B has made. This is what it would look like:<br />

A: I am a human being, and so is B.<br />
A: I want to be happy, and perhaps B wants the same.<br />
A: I make mistakes, and so does B.<br />
A: When I do make a mistake, it is unintentional. B, however, almost always makes mistakes on purpose, because that is the kind of person he is. His family background, too, is like this. <br />
A: If I make a mistake, I would like to be reprimanded gently. Even when I make repeated mistakes, I should still be reprimanded only gently. But if B commits mistakes, he can be scolded. If he does so repeatedly, he must be punished severely. Sometimes it appears as if he will not change if he is not taught a lesson.<br />
<br />
This is what A feels about B. And perhaps, B also thinks the same about A. Now, place yourself in A's shoes. Think of any person around you who you feel fits into B's character at times or always. It could be your wife, your children, neighbour, a friend, a co-religionist, etc. Is it not possible that the B for your A, can perceive you as the B for his A? This is what is common between all of us. The more we realise this about all the Bs around us, the more our attitudes toward others will change. This will also change the way we think of ourselves.

जीवन विद्या वर्कशॉप में एक उदाहरण बहुत प्रचलित है। मान लीजिए ए और बी दो आदमी हैं। और हम एक सूची बनाएं कि A अपनी किसी गलती के बारे में क्या सोचता है और B की गलती के बारे में क्या सोचता है। तो लिस्ट कुछ इस तरह बनेगी-<br />
<br />
A : मैं एक इनसान हूं। B भी एक इनसान है।<br />
A : मैं भी सुखी रहना चाहता हूं। B भी शायद सुखी रहना चाहता है।<br />
A : मुझसे गलती हो जाती है। B से भी गलती हो जाती है।<br />
A : मुझसे जब गलती होती है तो अनजाने में होती है। B कई बार और शायद ज्यादातर जानबूझकर गलती करता है। क्योंकि वो ऐसा ही है। उसका परिवार ऐसा ही है। उसकी पृष्ठभूमि ऐसी ही है। आदि-आदि।<br />
A : मुझसे गलती हो तो मुझे प्यार से समझाया जाए। बार-बार गलती होने पर भी मुझे अच्छा लगेगा कि मुझे प्यार से ही समझाया जाए। लेकिन गलती होने पर B को डांटा जा सकता है। बार-बार गलतियां होने पर उसे कड़ा दंड दिया जाना चाहिए। और कुछ गलतियों पर तो लगता है कि B बिना दंड दिए मानेगा नहीं।<br />

ये तो 'A' 'B' के बारे में सोचता है। ‘बी’ ए के बारे में क्या सोचता है। शायद एकदम ऐसा ही। अब जरा यहां से ए और बी को हटाकर पहले स्वयं को ए के स्थान पर रखकर देखें। और अपने आसपास ऐसे लोगों के बारे में सोचें जो आपको कभी-कभी या अकसर बी जैसे दिखते हैं। यह बी आपकी पत्नी, आपका बच्चा, आपका पड़ोसी, आपका कोई मित्र,किसी एक धर्म या जाति से ताल्लुक रखने वाला, सड़क पर चलने वाला कोई भी हो सकता है। अब जरा सोचिये कि जिन-जिन लोगों के बारे में आप ऐसे विचार रखते हैं जो ए बी के बारे में रखता है। उनमें से अगर किसी व्यक्ति को एक ही जगह रख दिया जाए तो क्या उसके विचार भी आपके बारे में एकदम वैसे ही नहीं होंगे जैसे आपके थे। यही आपमें और उनमें कॉमन है। इस ओर ध्यान देना है। जितना इस ओर ध्यान देने का अभ्यास होगा उतना हमारी अपने आसपास के सभी बी के बारे में सोच बदलती चली जाएगी। हमारी अपने बारे में सोच बदलती चली जाएगी।</div>

Once a colleague asked me, While it is true that we can work on children's talent through education, can we similarly work on their behaviour? Can we influence their nature? I replied in the affirmative. But, for that, it is important that children are able to understand themselves, I added. He asked me, Does that require the teaching of matters of the soul and spirituality? Of course not, I replied. It will require the teaching of certain topics scientifically.<br />
<br />
The day children begin to understand themselves, they will realise that they are quite similar in many ways with other children. They will realise that there are some qualities within us that are common to all. This is how education can begin to affect behaviour. This is how we can influence the nature of children. It is unfortunate that we neither have any curriculum for this, nor any policies.

मुझसे एक दिन एक सहयोगी ने कहा कि शिक्षा के जरिये हम बच्चे के टैलेंट पर तो काम कर सकते हैं। लेकिन क्या हम उसके व्यवहार पर काम कर सकते हैं? क्या हम उसके स्वभाव पर काम कर सकते हैं? मैंने कहा, बिलकुल कर सकते हैं। लेकिन उसके लिए स्व-भाव यानी स्वयं को जानना जरूरी है। उन्होंने पूछा कि क्या इसके लिए आत्मा-परमात्मा पढ़ाना पड़ेगा। मैंने कहा, हरगिज नहीं। सिर्फ क्लासरूम में कुछ बातों को वैज्ञानिक तरीके से रखना पड़ेगा और उनका अभ्यास कराना पड़ेगा।<br />
<br />
जिस दिन बच्चा स्वयं के बारे में जानने लगेगा तो वह पाएगा कि उसकी स्वयं की बहुत सारी क्वालिटीज सामने वाले बच्चे में भी हैं। वह यह भी देखेगा कि उसकी कुछ क्वालिटीज सारे बच्चों में हैं। यहीं से व्यवहार पर काम होना शुरू होगा। यहीं से स्वभाव के बदलने का काम शुरू होगा। लेकिन दुर्भाग्य से अभी न हमारे पास इसका कोई पाठ्यक्रम है और न कोई कार्यक्रम।

If there are 40 children in one class, there would be many qualities that are common to all children. Habits, thought processes, ideas, questions.. and other such things. I have not come across a single book that helps identify what these common qualities are. <br />
<br />
Can such a book be written? Can such a curriculum be designed? Can it be taught? Absolutely, yes. Every child can be taught to identify how he or she is similar to any other child. But to recognise these similarities, one must be able to understand oneself. This is why it is important to begin with learning about oneself.

एक क्लासरूम में अगर 40 बच्चे पढ़ते हैं तो बहुत सारे ऐसे गुण होंगे जो हर बच्चे में होंगे। कुछ आदतें, कुछ प्रतिक्रियाएं, सोचने का तरीका, मन में उठने वाले विचार...ऐसा ही बहुत कुछ। मुझे कोई किताब नहीं दिखती जो एक क्लास के सारे बच्चों की कॉमन क्वालिटीज को पहचानने में बच्चों की मदद करे।<br />
<br />
क्या ऐसी किताब बन सकती है? क्या ऐसा पाठ्यक्रम बन सकता है? क्या यह पढ़ाया जा सकता है? बिलकुल हो सकता है। हर बच्चा यह अच्छे से पहचान सकता है कि मुझमें और सामने वाले बच्चे में क्या कॉमन है। लेकिन सामने वाले बच्चे को जानने से पहले उसे अपने बारे में जानना जरूरी है। इसलिए इसकी शुरुआत स्वयं की शिक्षा से करनी पड़ेगी।

I have observed that in many schools, good teachers put in a lot of effort into all children. They believe every child has some unique quality that sets him or her apart. Our good teachers expend all their efforts in trying to bring out those unique abilities.<br />
<br />
But do we recognise that if we go beyond what is unique in all children, there is something inherently common to them all? Do we tell children about all the things that are actually common in them?<br />
<br />
While it is true that every child has a special, unique quality, it is also true that some things are common to every child. The role of education is to bring out what is unique and to recognise what is common. I believe that the day all of our schools begin to identify all of the things common to each child, all conflicts will be over. Religious and caste differences will not matter. Peace in its real sense will be established.

मैंने कई स्कूलों में देखा है कि बहुत से अच्छे अध्यापक बच्चों के साथ बहुत मेहनत करते हैं। वो कहते हैं कि हर बच्चे में कुछ खास है। यूनीक है। वह यूनीक ही बच्चे की प्रतिभा है। हमारे अच्छे अध्यापकों की पूरी मेहनत बच्चे की यूनीक प्रतिभा को निखारने में लगी रहती है। क्योंकि हर बच्चे में कुछ यूनीक है।<br />
<br />
लेकिन क्या कभी मैंने ये सोचा है कि हर बच्चे में कुछ कॉमन भी है? क्या हम इस बात पर मेहनत करते हैं कि हर बच्चा अपने और अपने साथ बैठे बच्चों के बारे में वो बातें जान सके जो उनमें कॉमन है। जो सब में है।<br />
<br />
यह बात ठीक है कि हर बच्चे में कुछ यूनीक है। लेकिन यह भी सच है कि हर बच्चे में कुछ कॉमन भी है। शिक्षा का काम यूनीक को निखारना है तो कॉमन की पहचान भी कराना है। मेरा मानना है कि जिस दिन देश के सारे स्कूल बच्चों में कॉमन की पहचान कराने लगेंगे। उस दिन सारे झगड़े मिट जाएंगे। धर्म-जाति बेमानी हो जाएंगे। सही मायने में शांति की स्थापना होगी।

The world is rapidly changing. Yet in our classrooms, our textbooks and curricula are still living in the past – with knowledge that is 20-25 years old. But the child studying in the classroom today will live in the world of tomorrow. Do you remember how the world looked like 25 years ago? Before Google, YouTube, Twitter, Facebook, Internet, computers and smartphones? There is so much around us today that was simply unimaginable 25 years ago. And this holds true for the future as well. We can’t imagine what the world will be like in the next 25 years. But we do know it is a challenge that we have to prepare today’s children for that unknown future.<br />
<br />
It’s not just that the technology is changing rapidly. The definition of success too is changing.<br />
<br />
Around 10 years ago I read in Forbes magazine that the person who would become the most successful person 25 years from now hasn’t even been born yet. And the profession he will choose and the work that he’ll do to become the world’s most successful person doesn’t even exist yet. This is true. The founders of Google, Facebook, Twitter, Oyo, Flipkart, Paytm, LinkedIn, Amazon, WhatsApp and other revolutionary creations were all aged around 25 years. But 20 years ago who would have believed that Twitter, Facebook and Amazon would lead to an Information Revolution and transform the way the world conducts its business?

आज दुनिया बहुत तेजी से बदल रही है। हम क्लासरूम्स में, किताबों में, पाठ्यक्रम में आज से 20-25 साल या उससे भी ज्यादा पुरानी बातें लेकर बैठे हैं। जबकि जो बच्चा हमारी क्लासरूम में आज पढ़ रहा है उसे कल की दुनिया में जीना है। याद करके देखिये कि 20-25 साल पहले की दुनिया कैसी थी। गूगल, यू ट्यूब, टिवटर, फेसबुक, इंटरनेट, कंप्यूटर, स्मार्टफोन कहां खड़े थे? आज बहुत कुछ ऐसा है जिसकी 25 साल पहले कल्पना भी नहीं की जा सकती थी। और यही बात अगले 25 साल के लिए भी सच है। 25 साल बाद की दुनिया कैसी होगी, हम इसकी कल्पना नहीं कर सकते लेकिन फिर भी हमारे सामने चुनौती है कि हम अपने बच्चों को उस दुनिया के लिए तैयार करें।<br />

दुनिया में सिर्फ टेक्नोलॉजी नहीं बदल रही है। सफलता के मायने भी बदल रहे हैं।<br />

शायद 10 साल पहले मैंने फोब् र्स मैगजीन में पढ़ा था कि आज से 25 साल बाद जो व्यक्ति इस दुनिया का सबसे सफल इनसान होगा, वो अभी पैदा नहीं हुआ है। और जिस काम को करके, जिस प्रोफेशन से, वो दुनिया का सबसे सफल आदमी बनेगा, वो प्रोफेशन अभी शुरू ही नहीं हुआ है। ये बात बिलकुल सटीक है। गूगल, फेसबुक, ट्वीटर, ओयो, फ्लिपकार्ट, पेटीएम, लिंकडेन, एमजॉन, वाट्सएप जैसी अनेक क्रांतिकारी खोज करके सफलता के मुकाम पर पहुंचने वालों की उम्र 25 के आसपास ही थी। 20 साल पहले कौन सोच सकता था कि ट्वीटर, फेसबुक, एमजॉन जैसी कोई चीज ईजाद होगी जिससे सूचना क्रांति और व्यापार की दिशा बदल जाएगी।

When I see the books of school children these days it seems to me that we seem to worship antiquity a lot. And maybe that is why our children grow up and stay lost in a glorified past. As in – we have a glorious past, India was a world leader, or India was known as the golden bird etc. It may have been true at one time. But where is India today? Where will we be tomorrow?<br />
<br />
The thing is that we are not future-oriented. We must stop chanting the glories of the past. It seems to me that had Einstein been born in India, we would have created a chalisa prayer in his name. There would have been a temple of him in the Himalayas. And we would have said, “Go and do a circuit of Einstein Baba’s temple while reciting the Einstein chalisa. You’ll understand all science!”<br />
<br />
Our education overemphasises our celebrated past. It appears that a huge chunk of our educated society is drowning in the glorification of the past – of our nation, of our family and self.

स्कूल में पढ़ने वाले बच्चों की किताबों को मैं देखता हूं तो मुझे लगता है कि हम अतीत का गुणगान बहुत करते हैं। और शायद इसी वजह से हमारे बच्चे बड़े होकर अतीत के गुणगान में ही खोये रहते हैं। जैसे- हमारा इतिहास बहुत गौरवशाली रहा है, भारत जगतगुरु रहा है, हम सोने की चिड़िया थे...। ये सब रहा होगा। लेकिन आज कहां है? और कल कहां हो सकते हैं?<br />
<br />
हम फ्यूचर ओरियंटेड नहीं हैं। हमें अतीत के गुणगान वाले चालीसा को बंद करना चाहिए। मुझे तो लगता है कि अगर आइंस्टीन हिंदुस्तान में पैदा हुए होते तो हमने उनके नाम पर चालीसा बना दिया होता। हिमालय पर उनका एक मंदिर होता। और हम कहते कि जाकर आइंस्टीन बाबा के मंदिर की परिक्रमा कर आओ और आइंस्टीन चालीसा पढ़ते रहो...सारा विज्ञान समझ में आ जाएगा।<br />
<br />
हम शिक्षा में अतीत के गुणगान पर ज्यादा जोर देते हैं। और हमारे शिक्षित समाज का एक बड़ा हिस्सा अपने देश के, अपने परिवार के और खुद के अतीत के महिमामंडन के रस में डूबा पड़ा है। </div>

Once I asked a student from Class 11 or 12 to say a few lines about India. Pat came the answer "The name of my country is.. it is a great nation.. stretches from Kashmir to Kanyakumari.. freed from the British by Mahatma Gandhi.. Nehru was the first Prime Minister..<br />

I was stunned. Is this the identity of our country or its history? If this is the identity, does it have any space for a future? If a Class 12 student does not associate India's present with its identity, does not imagine a tomorrow, or does not see a place for himself or herself in its future, then something is amiss! Are we producing the future generation of citizens or citizens that dwell in the past?

एक क्लास में मैंने एक दिन एक बच्चे से पूछा भारत के बारे में चार लाइनें बोलो। शायद 11वीं या 12वीं की क्लास थी। बच्चे बड़े होनहार थे। उस बच्चे ने तपाक से भारत के बारे में चार लाइनें बोलीं। मेरे देश का नाम ... बड़ा महान...कश्मीर से कन्याकुमारी तक फैला...गांधी जी ने आजाद कराया था...नेहरू जी पहले प्रधानमंत्री थे...।<br />

मैं अवाक रह गया। ये मेरे देश का परिचय है या मेरे देश का इतिहास? अगर ये परिचय है तो फिर इसमें आने वाले कल का हिंदुस्तान कहां है? 12वीं क्लास का बच्चा अगर देश के परिचय में आज के भारत की बात नहीं करता, कल के भारत को नहीं रखता, कल के भारत में अपनी भूमिका-अपनी उपयोगिता नहीं देखता, तो ये तो बड़ी गलती हो रही है। हम भावी भारत के नागरिक तैयार कर रहे हैं या इतिहास के शोधकर्ता?

After taking over as Delhi's Education Minister, I called for a convention of all government school teachers and told them, Do everything you can to turn around our children's future and I will ensure you are provided with the best facilities at work. During this session with them I learned about a serious impediment faced by teachers. They were almost always on census or family registry duty, which left them with little time to focus on teaching. They are also deployed in election duty, apart from other government scheme-related duties.<br />
<br />
Soon after, I directed the Education Department to ensure that no government school teachers are deployed on census, family register duties, etc. The relevant departments were asked to make alternative arrangements for these works. It is my hope that in times to come, teachers are also relieved of election duty.<br />
<br />
Apart from this, due to an acute shortage of ministerial staff, teachers were forced to make bills, vouchers, maintain records and diaries, among other such clerical work. This diverted part of their attention from teaching children. With this in mind, we have given Principals the authority to hire ministerial staff to ease the pressure borne by teachers.

शिक्षा मंत्री पद संभालने के बाद मैंने दिल्ली के सरकारी स्कूलों में पढ़ाने वाले शिक्षकों का एक सम्मेलन बुलाकर उनसे कहा कि आप हमारे बच्चों का भविष्य संवार दो। बदले में आपको जो भी सहूलियतें-सुविधाएं चाहिए, हम देंगे। इस सेमिनार में शिक्षकों का सबसे बड़ा दर्द सामने आया। वो ये था कि वे बच्चों की पढ़ाई पर पूरा फोकस इसलिए नहीं कर पाते क्योंकि उनकी ड्यूटी कभी जनगणना में तो कभी फैमिली रजिस्टर भरने में लगा दी जाती है। चुनाव में भी वो ड्यूटी करते हैं और सरकार के विभिन्न तरह के विशेष अभियानों में भी।<br />

इसके बाद मैंने एक व्यवस्था की कि दिल्ली के सरकारी स्कूलों में पढ़ाने वाले शिक्षक अब फैमिली रजिस्टर और जनगणना इत्यादि की ड्यूटी में नहीं जाएंगे। इन कामों के लिए संबंधित विभाग दूसरी व्यवस्थाएं करें। मैं चाहता हूं कि आने वाले वक्त में चुनाव के समय होने वाली ड्यूटी से भी टीचर्स को मुक्त रखा जाए।<br />
<br />
इसके अलावा स्कूलों में मिनिस्ट्रियल स्टाफ की कमी के कारण शिक्षकों को ही बिल, बाउचर,रिकॉर्ड मेनटेनेंस, डायरी मेनटेनेंस जैसे अनेक लिपिकीय कार्य भी करने पड़ते थे। इससे वे बच्चों को पढ़ाने पर कम ध्यान दे पाते थे। इसलिए हमने प्रधानाचार्यों को मिनिस्ट्रियल स्टाफ की नियुक्ति का अधिकार दे दिया है ताकि शिक्षकों के ऊपर से बोझ कम किया जा सके।

After assuming charge as Delhi's Education Minister, I initiated a dialogue with Government school principals. I interacted with them both, one-to-one and in groups. After I spoke to some Principals about problems with their schools during visits, it came to my knowledge that Principals are highly disemboweled. Even to undertake small tasks in their school, they were mandated to send files to senior officials, which more often than not, got stuck in red tape. Principals are responsible for the education of thousands of children, but out system doesn't trust them to handle even Rs 5-10 thousand without prior clearance.<br />
<br />
In a break from tradition, I granted significantly more autonomy to principals. A Principal is the leader of a school. How will a leader function without any authority? I issued special guidelines to the effect that Principals did not need to send files for every ordinary work to be done in the school to the Deputy Director. Principals now enjoy far more autonomy than they used to.

दिल्ली के शिक्षा मंत्री का पदभार संभालने के बाद मैंने प्रधानाचार्यों के साथ संवाद शुरू किया। छोटे-छोटे समूहों में भी संवाद हुए और व्यक्तिगत भी। स्कूल विजिट के दौरान जब स्कूलों में मौजूद कमियों को लेकर प्रधानाचार्यों से बात की तो पता चला कि उनको बहुत छोटे-छोटे कामों के लिए भी स्वतंत्रता नहीं है। बहुत छोटे-छोटे कामों के लिए उनको शिक्षा विभाग के सीनियर अफसरों के पास फाइल भेजनी पड़ती है। ये फाइलें इस टेबल से उस टेबल तक चलती रहती हैं और स्कूलों में हालात जस के तस बने रहते हैं। मुझे आश्चर्य हुआ कि जिस प्रधानाचार्य के हाथ में हम अपने हजारों बच्चों का भविष्य सौंप देते हैं, उस पर हमारा सिस्टम 5 से 10 हजार रुपये के लिए भरोसा नहीं करता। ये तो ठीक नहीं है। <br />
<br />
इसलिए मैंने परंपराओं को तोड़कर प्रधानाचार्यों के अधिकारों को बढ़ाया। प्रधानाचार्य एक स्कूल का लीडर होता है और अगर लीडर के पास अधिकार ही नहीं होंगे तो वो फैसले कैसे ले पाएगा? प्रधानाध्यापकों की फाइनेंशियल पावर बढ़ाने के लिए मैंने एक विशेष दिशानिर्देश जारी किया ताकि स्कूल से संबंधित सामान्य कार्यों की हर फाइल उन्हें उप-शिक्षा निदेशक के पास न भेजनी पड़े। अब स्कूल संबंधित अधिकतर कार्यों पर निर्णय लेना प्रधानाध्यापक के अधिकार क्षेत्र में है।

आज एक ऐसे सरकारी स्कूल में गया जहां पिछले 20 महीने की हम सबकी मेहनत बेकार जाती दिखी। सरकार में आते ही हर स्कूल में कंप्यूटर लैब और कंप्यूटर इंस्ट्रक्टर की व्यवस्था की थी। बहुत से स्कूलों में बच्चों को कंप्यूटर पर काम करते देख ख़ुशी भी हुई है। लेकिन ....<br />

आज अचानक पूर्वी दिल्ली के सबोली क्षेत्र में एक स्कूल में गया। स्कूल में भरपूर गन्दगी थी। नए क्लासरूम्स बन रहे हैं। और शायद कंस्ट्रक्शन की वजह से धूल मिट्टी के प्रति स्वीकृति हमारे चरित्र में बसी हुई है इसलिए कोई यह सोचता भी नहीं है कि कंस्ट्रक्शन के इलाके में भी साफ़ सफाई रह सकती है। खैर ! स्कूल में अंदर पहुंचते ही बच्चों के एक ग्रुप ने चुपके से कान में कहा - सर यहाँ पर कंप्यूटर क्लास कभी नहीं होती है। मैं कंप्यूयर रूम में पहुंचा। वहां एक कंप्यूटर पर दो क्लर्क काम कर रहे थे। एक पर इंस्ट्रक्टर कुछ काम कर रहे थे। बाकी 9-10 कंप्यूटर नए जैसे डस्ट कवर से ढके रखे थे। शायद उनका जन्म ही कवर ओढ़कर बैठे रहने के लिए हुआ था।<br />

कंप्यूटर टीचर और मेरी बातचीत मर्म आपको 10 मिनट का ये सम्पादित अंश सुनकर ही समझ में आ सकता है। देखिए कि किस तरह एक कंप्यूटर टीचर और प्रिंसिपल मिलकर अपने शिक्षा मंत्री को मूर्ख बनाने की कोशिश करते हैं लेकिन बच्चों के सच बोलते ही पकड़े जाते हैं। इसे देखे और सोचे कि मिनिस्टर और कई अधिकारियों और बहुत से वालंटियर्स की दिन रात की मेहनत के बावजूद अगर ये हालात हैं तो क्या इन्हें कभी सुधारा जा सकता है। क्या हम सरकारी स्कूलों में पढ़ने वाले 16 लाख बच्चों के भविष्य को लेकर कभी आश्वस्त हो सकते है?<br />
<br />
यह स्कूल सिर्फ दुखी नहीं करता, निराश और हताश भी करता है।<br />
<br />
शायद इसकी एक वजह है सरकारी स्कूल में पढ़ने वाले बच्चों के प्रति प्रबुद्ध समाज का नज़रिया। अपनी समृद्धि और पढ़ाई लिखाई के अहंकार में डूबा एक वर्ग सोचता है कि इन बच्चों को कंप्यूटर जैसी शिक्षा देने पर मेहनत करने की क्या ज़रूरत है। ये तो बड़े लोगों के लिए है। इन बच्चों को तो बस बैठने के लिए स्कूल मिल जाए और इन्हें भेड़ बकरियों की तरह भरकर किसी तरह स्कूल पर करा दिया जाय, इतना बहुत है। दुर्भाग्य है कि यह मानसिकता अपने कुछ साथियों में भी देखने को मिल रही है।

In spite of being an Education Minister, I am participating in today's protest because I am also concerned about the state of education. I am worried that for the state education has come to mean construction of new schools, distribution of mid-day meals, distribution of uniforms & textbooks, among other things. Education means so much more than the mere appointment of teachers. At a time when those running the Central government are disturbing India's communal harmony, breaking backs of traders, dividing society along religious and caste lines, education becomes even more significant. I have come here today in solidarity with the concern that an attempt is being made to influence education also with their venomous agenda.<br />
<br />
A conspiracy is being hatched to destroy our education system. They want to use education to spread venom, the way they use politics. If they are able to influence education, there would be a permanent impact on an entire generation. If they succeed at brainwashing children along religious and communal lines, there would be no meaning to schools and colleges. My worry is that these places of learning will turn into shakhas of the RSS.<br />
<br />
As Minister of Education, it is my duty to protect universities, colleges and schools from being converted into arenas for religious and caste politics. India's most reputed university, JNU, has already been systematically maligned. The IITs and IIMs are no more in the news for their world class research. Instead, they make headlines because of the confrontation between the government and such institutions.<br />
<br />
Vice-chancellors who refuse to toe the line, or those who refuse to implement this government's arbitrary and divisive policies, are being tormented. As Delhi's Education Minister, it is my responsibility to oppose such policies.<br />
<br />
I'm not opposed to any group, community or religion. My goal is to prevent our schools and colleges from turning into arenas of religious and caste politics. We want to produce good human beings and professionals from our schools and colleges, not a mob that is preoccupied with religion and caste. Missionary schools, madarasas and saraswati shishu mandirs operate across the country. Our goal is that in all of these schools the curriculum must be backed by science. It must be forward-looking. We don't want to produce a generation of children stuck in the past. We want them to think into the future!<br />
<br />
This is what makes it so important to voice our opposition to any move which aims to make schools and colleges centres for religion and caste. I assure you that I will support any such resistance.

मैं दिल्ली का शिक्षा मंत्री होते हुए भी शिक्षा पर हो रहे इस प्रोटेस्ट में शामिल हूं तो इसलिए, क्योंकि मुझे भी शिक्षा की चिंता है। मुझे इस बात की चिंता है कि शिक्षा का मतलब सिर्फ स्कूल खोलना, मिड-डे मील बांटना, यूनिफॉर्म-किताब बांटना या कमरे बनवाना नहीं है। शिक्षा का मतलब सिर्फ टीचर्स का एप्वाइंटमेंट करना नहीं है। जिस समय केंद्र की सत्ता में बैठे लोग, पूरे देश में सामाजिक ताने-बाने को तोड़ रहे हैं, जिस तरह से अपनी नीतियों से व्यापार की कमर तोड़ रहे हैं, जिस तरह धर्म और जातियों के नाम पर लड़ाई करवाकर समाज को बांटा जा रहा है, उस सारी साजिश के बीच शिक्षा की भूमिका अहम हो जाती है। लेकिन आज मैं इस चिंता में शामिल होने आया हूं कि शिक्षा को भी उसी तरह जहरीला बनाने की तैयारी की जा रही है।<br />
<br />
साजिश रची जा रही है कि किसी तरह शिक्षा को बदल दो। उसे बर्बाद कर दो। जो जहर राजनीति के जरिये घोलने की कोशिश की जाती रही है, वही जहर एजुकेशन के जरिये घोलने की कोशिश की जा रही है। एजुकेशन में जहर घोलने का मतलब है कि देश की भावी पीढ़ी के माइंडसेट में स्थायी रूप से ये जहर घोलना। मुझे इस बात की चिंता है कि अगर शिक्षा में ये लोग धर्म और संप्रदाय का जहर घोलने में कामयाब हो गए तो स्कूल और कॉलेजों का कोई मतलब नहीं रह जाएगा। मुझे इस बात की चिंता है कि जिन्हें हम स्कूल-कॉलेज कहते हैं, कल उन्हें आरएसएस की शाखा न कहा जाने लगे।<br />

शिक्षा मंत्री होने के नाते मेरी ये जिम्मेदारी है कि देश की यूनिवर्सिटीज, स्कूलों, कॉलेजों को धर्म व जाति की राजनीति का अखाड़ा होने से बचाया जाए। देश की सबसे प्रतिष्ठित यूनिवर्सिटी जेएनयू को बदनाम करके रख दिया गया है। आईआईटी और मैनेजमेंट इंस्टीट्यूट्स से विश्वस्तरीय रिसर्च की खबरें नहीं आ रहीं, बल्कि सरकार और संस्थानों के बीच राजनीतिक टकराव की खबरें आ रही हैं।
जो वाइस चांसलर सरकार की नीतियों के आगे घुटने नहीं टेक रहे, जो इनकी मनचाही जहर भरी नीतियों को लागू करने से मना करते हैं, उन्हें प्रताड़ित किया जा रहा है। दिल्ली का शिक्षा मंत्री होने के नाते इनका विरोध करना मेरी जिम्मेदारी है।<br />

मेरा विरोध किसी एक समूह, संप्रदाय या धर्म से नहीं है। मेरा मकसद है कि देश के स्कूलों और कॉलेजों को किसी भी जाति-धर्म की राजनीति का अखाड़ा बनने से बचाना। स्कूलों-कॉलेजों में हमें अच्छे इनसान और अच्छे प्रोफेशनल्स तैयार करने हैं, धर्म और जाति में उलझी भीड़ नहीं। भारत के ताने-बाने में मिशनरी स्कूल भी हैं, मदरसे भी हैं और सरस्वती शिशु मंदिर भी हैं। लेकिन भारत के स्कूलों में पढ़ाए जाने वाले पाठ्यक्रम के पीछे की सोच वैज्ञानिक होनी चाहिए। फॉरवर्ड लुकिंग होनी चाहिए। हमें 50 साल पुराने नहीं, 50 साल आगे के भारत के लोग तैयार करने हैं।<br />
<br />
इसलिए ये आवाज उठनी जरूरी है कि हम मिलकर किसी भी ऐसी कोशिश का विरोध करें जो स्कूलों-कॉलेजों को किसी एक धर्म या जाति की शिक्षा का केंद्र बना दे। और मैं भरोसा दिलाना चाहता हूं कि ऐसी किसी भी लड़ाई में मैं आपके साथ हूं।<br />

After we formed the Government, I started conducting surprise inspections of government schools. During my visits, I was confronted with a major problem faced by all of our schools. Grounds, corridors, classrooms, laboratories, toilets - they were all unclean. Even if some classrooms were occasionally cleaned, the garbage was just swept into one corner of the room. Cobwebs in classrooms, deep red tobacco stains on walls, broken toilets, broken taps, plaster peeling off from surfaces, lavatories without doors - these were all characteristics of most schools. The responsibility for maintenance and upkeep of the school premises typically lay with the Principal or Vice-Principal, despite the fact that this was nowhere in their job descriptions as education administrators.<br />
<br />
After recognising this problem, I appointed an estate manager in every school. Principals were granted autonomy to appoint or relieve estate managers. Retired military personnel were popular choices for the position.<br />

With the appointment of estate managers, the condition of schools changed drastically. Not only did cleanliness improve, but toilets were fixed, clean drinking water was readily made available, general maintenance was superior. But perhaps those most happy with this decision were principals, vice-principals and senior teachers, who no longer had to look after the school building's maintenance. They were free to focus solely on the academic prowess of children.
