My Letter to Hon'ble HRD Minister/Chairman (NCERT) Prakash Javadekar today

Dear Prakash Javadekar ji,

As we meet for the 54th General Council meeting of the NCERT, it is important that we use this opportunity, not merely to discuss administrative issues, but engage on the core function of NCERT - the creation of textbooks for millions of students who are studying in schools across the country. At the outset, let me congratulate you for initiating the process of reviewing the textbooks in all subject areas and specifically seeking suggestions from the teachers in this regard.

Textbooks have often been changed with the change of governments. As new governments come in, they critique the earlier books. However, the tragedy of our education system is that these critiques are only ideological. Some governments bring in left-wing academicians, others bring in right-wing academicians and they criticize textbooks and curriculum on ideological grounds. However, this ideological battle ignores the very person who needs to be at the centre of this debate: the child.

The Government of NCT of Delhi has been strongly committed to improving the quality of government school education. As an Education Minister I have personally interacted with hundreds students in the past two years, talking to them, visiting their classrooms, seeing their notebooks, discussing their curriculum and textbooks. I think it is important to review our textbooks from their perspective. We need to move beyond the dichotomy of left and right and bring the child to the centre of our discussion. I believe that the NCERT books need to be reviewed from the following perspective:

  • Is the textbooks child friendly across all stage? In other words, does it help children build on their own life experiences in their quest for learning? 
  • Are these books appropriate for the children’s existing learning levels? Is their language child-friendly? 
  • Do these books attract and interest children? In other words, do children look forward to picking it up and reading on their own as curious reader to know or understand some interesting phenomena or events? 
 I could have constituted a committee to examine the textbooks and come up with answers to these questions. But I choose to take different route. Over the last few months, I have personally read the textbooks published by NCERT, particularly the ones prepared for students of Std 1 to 8. Have met close to 200 school teachers in different groups, hundreds of students in different government schools and detailed sessions with about 20 teachers who have been teaching students of Std 6 to 10 in the government schools of Delhi for the period ranging from 3 to 20 years. In this process we closely examined the textbooks of Hindi, English, Maths, Natural Science/Environmental Science and Social Science.

Before sharing our observations on the points that we have raised above, let me also tell you the extent of the usage of these books in government schools of Delhi. We have 1024 schools run by the Directorate of Education, Government of NCT Delhi. The authorised textbooks in our schools are the ones published by NCERT. For Std 1 to 8 having about 7.5 lacs children, the Delhi Bureau of Textbooks publishes and distributes the books prepared by NCERT. About 7 lacs students enrolled in Std 9 to 12, purchase the books published by NCERT directly from bookshops using the financial assistance provided by the government.

We reviewed these books (particularly the ones for Std 3 to 8) subject wise and our detailed inputs are enclosed. However, the excerpts of our analyses are as follows:

GENERAL COMMENTS:
  1. Overall upto Std 5, the books attempts to strike connect with children but from Std 6 onwards it becomes extremely text heavy. 
  2. Except for the book “Social and Political Life” (Saamajik Evam Rajnaitik Jeevan) in Social Science it is not clear at times whether the book is for children or their teachers. Are textbooks intended for teachers to teach from? Are they intended for reading aloud in the classroom? Are they intended for students to read before they come to the classroom? Or after they have been taught the lesson? I believe that we need to re-think the purpose of our textbooks. I believe that we need to re-think the purpose of the textbooks. 
  3. In the light of the evidence available through Annual Status of Education Report (ASER) of last many years which points that more than 40% students in Std 6 cannot read a text of Std 2 level, is it appropriate to design the books with so heavy texts? Our own baseline survey done by the teachers in July 2016 of their students in Std 6 of the Government schools of Delhi found that 74% students could not read a paragraph from their own textbooks. Under these circumstances, is it appropriate to design a book where the text is organised in double column with single space and small font size making the page look extremely dense. Science textbooks starting from Std 6 onwards is precisely like that. The very design of the textbooks excludes a large segment of children in our classroom.
SCIENCE

Contrary to the intention of having an interaction with a child, the tone in the Science textbooks from Std 6 to 8 is very directional leaving little scope of any dialogue. The language in Hindi medium books is extremely difficult and uses words that even you and I would not understand easily, let alone children who are struggling with basic reading skills. The heavy language creates a scenario of exclusion of these children from gaining any knowledge on these subjects, and they are left with no choice but to memorise the information in the books. This difficult language the chain of thoughts for the child and therefore the complexity of language comes in the way of understanding the scientific concept. Meaning of the scientific term along with illustration on the same page where it is mentioned would better serve the purpose rather than giving it at the end of the chapter.

MATHEMATICS

In Mathematics, there seems to be an information overload. The activities are lost in detailed instructions. The emphasis seems more on algorithm to arrive at the right answer. All questions in the textbooks require children only to use the algorithm, rather than connect mathematics to their live. Building from concrete and connecting it with abstract is missing therefore it becomes difficult for the child to find any relation between the mathematics in her daily life with the one presented in her book. The very approach to mathematics needs to change; to first connect it with the child’s life and then take it towards abstract concepts.

ENGLISH

English is not the first language of most children in our schools. In most cases, there is very little scope for the child to hear English other than those during the English period. Despite this, activities on listening and speaking are largely missing from the textbooks. Further, the writing task in primary grades textbooks is without visual or verbal clues. Text in the upper primary class books are not contemporary hence the child finds it difficult to establish connect. Many stories have difficult vocabulary and complex themes.

HINDI

Hindi textbooks, particularly those for Std 6 to 8, the choice of text assumes that by the time children come to upper primary classes they can read text whether narrative or informative quite fluently. However, if that is not the case than the text, due to varied form of languages in different prose and poetry comes in the way of child understanding. For example, there are many stories related to Gandhiji’s life that would be of interest to children and that can communicate the desired values to them but the choice for Std 7, “Ashram Ka Anuamanit Vyay” leaves the child to deal with items which are not in use anymore and calculation of cost with little clarity on what it seeks to teach.

SOCIAL SCIENCE

Social Science comes across as a vast subject having three textbooks in upper primary classes- Social and Political Life, Geography and History. I would like to compliment you on the quality and creativity of the ‘Social and Political Life’ (SPL) textbooks. Many other textbooks need to learn from these SPL books, especially its attempts to relate the subject with the world around the child. In terms of design, the textbook of SPL looks the most interactive with several examples. However the examples, instead of being illustrative for the child are mentioned as exhaustive or so it turns out to be. For example, in the textbook of Std 6, page 99 the there is a question to the child to state the nature of inequality faced by a charter in the textbook. This promotes rote learning and does not encourage the child to critically reflect on inequality that she/he encounters in their own life. Out of all the Social Science textbooks, the one’s which seem most child-unfriendly are the geography books- being content and concept heavy, without any attempts to relate the subject to the life of the child. In Std 7, the chapter “Hamari Prithvi ke Andar” several information related to the interior of earth is explained in just three pages. These are pure facts and the way it is presented leaves no option for the child to just cram it and reproduce in exams. One small size map is used to illustrate several phenomenon. History textbook is the most overloaded in terms of content, of all the three in Social Science subject. In Std 6 itself there are 12 chapters. There are too many cross referencing across different chapters. The Std 7 textbook covers the content which is taught in two full papers in the undergraduate degree in Delhi University. Towards the end of chapter it says, “Aao Phir Se Yaad Karen” (Let us memorise again). This approach reiterates the fact that history can be learnt only by memorising key dates and events.

These are some of the examples. Please refer the enclosures for more detailed analyses.

We are sharing our inputs with you with the expectation that the next series of NCERT textbooks would be significantly better than the current series. We would like to suggest that at the beginning of each chapter or topic, the objectives of teaching that topic/chapter, how it connects with the previous topics/chapters and what learning outcome is sought to be achieved by teaching that should be stated. This approach might help you in determining what should be included and what should be left out.

Delhi government conducted an extensive exercise where 24,000 teachers were involved in the creation of supplementary material, ‘Pragati’, that attempts to overcome the shortcomings in the textbooks, as felt by the teachers themselves. I am also including some sample copies of ‘Pragati’, for your reference, as to how textbooks can be made more engaging and child-friendly.

I hope you find our inputs useful and we look forward to next edition of the NCERT textbooks that caters to the emerging learning needs of today’s children.

  2. What you want for children is spot on, especially a well structured page with fewer facts and more examples of how those facts are relevant to their day to day lives. Kids shouldn't be intimidated by what's in their text books. Language should be lucid and simple. Perhaps, even fun. Don't know why some Indians are impressed by verbosity.

    Hope your initiative will make the 54th meeting of the General Council of the NCERT different from the previous 53 meetings which were a total waste in terms of making text books attractive and interesting to the students.

  8. AAP Dy.CM Manish Sisodia has Most Correctly described the Student-Unfriendly Text, Font & Layout of NCERT School Textbooks from Std V to Std XII. I passed CBSE Std XI (present Std XII) in 1968. I clearly remember my School Textbooks, Std VII to Std XI, 1963~1967. Even now, after 50 Years, I can fondly remember chapters in History, Geography, Social Sciences, Mathematics, English, Hindi, Physics, Chemistry, Biology in fair
    detail. The Text was stimulating, the Font was bold & large, the extensive pictures were attractive. Present School Students are Deprived of Learning from such well-intentioned books.

    Many things can be conveyed through bullet point with a suitable figure or picture.
    Similarly in Science a proper 3 dimensional diagrams and superimposed cut sections will make the concept clear which will increase interest of children in the subject

I would like to add something about class 1 books where a student join in delhi school.The book presumed child is friendly with alphabets and numbers which they are not which ultimately results that students starts leg behind from day 1 of joining of school

    A perspective from an english speaking middle class parent of children in private school.

    Until class 5 schools use their own text books....E.g. OUP for english. These books are more expensive, but have good quality print and paper. Come year VI, there is a paradigm shift in the teaching process from one of learning to one of doing well in exams. Textbooks used are also NCERT. NCERTbooks for social studies (civics, geography and economics) are reasonably good, but a bit dated, at least a decade behind. Science books do not help in understanding concepts, they are pretty crammed with information. Maths books are actually quite good, but not to a young reader. It's more in the nature of what an engineering student may comprehend. For both maths and science, supplementary reading is essential. I have not spent too much time on the language books, so I have no opinion. Except that for English, they were reading Charlottes Web in year 4 and tom Sawyer in y7 or 8! There is barely any shakespeare. FIT, the syllabus is more recent relatively speaking from y6 to y8 as compared to y9 and y10.

  16. Sir, you have made super efforts from start of your innings as Education Minister of Delhi. We need to blame political parties who missed the real meaning of education system. Corrupt School Authorities along with below par few Govt official along with majority of political parties are real spoiler who are major contributions of depreciated level of education. People like to work with you and your govt to sail ship of our children. It is high for govt to take some strong action on schools for creating worst environment and poor approach towards future of nations and our children.

  17. Concepts of regimented Curriculum and corresponding standardised books is flawed and against the spirit of Democracy and Uniqueness in children. Moreover, lengthy texts only addresses the needs of word smart or Linguistic style of learners.

    There is strong need to empower leaders of tomorrow with choices; ...choice of interactive books, Videos, Concept maps, mastery challenges, all adaptive to the need of learner.

    Digital is the way only forward...we need to think strategic and take bigger leap instead of providing Tactical fixes.

    Look forward to building a Delhi of dreams.

  21. Respected Sir, suggesting an idea from the IT world : Github.com is a global platform for open sharing of programs and also data. It has excellent mechanisms by which people can copy over a project (fork), make the changes they want to, and then start a process called "pull request" to re-integrate these changes back into the original. All changes are meticulously tracked. There is also a rich discussion system where there can be elaborate discussion on the proposed changes. Please upload the NCERT textbooks' content (text, images, formatting) to GitHub and let's have an open sourced way of transforming these books to make them much better suited for our kids! If we have word file versions of the textbooks then it's very easy to get the content online. I'll be glad to help in setting this up.     I read above letter with interest and also your views in newspapers from time to time.
    You are very right that the NCERT books are meant for the teachers not for majority of children in perspective of their socio-educational environment. It is difficult even for the adults to read and understand these information overloaded books within the stipulated time leave apart the children.
    The condition in private schools is more difficult as they prescribe private books which have more information and study text than the NCERT books besides a lot many other subjects.

    Language is big problem and unlike most of English speaking countries our children have to study 3 language. English is not our mother tongue and to understand the subject the child has to first translate it in her mother tongue. It takes time and child is unable to complete the course. Sometimes she register a different information than is implied in the original text.

    I wish all the best in your campaign of making the education child friendly and a useful tool in the development of our country.

      कंप्यूटर अध्यापक जो कंपनी ने रखे पहले सबको 16000 की सैलरी पर रखा गया था अब सैलरी घटा कर 6000 कर दी गयी है।।

      बहुत बार आपको और मुख्यमंत्री जी को शिकायत की जा चुकी है।। कुछ दिन पहले आप गुजरात की बात कर रहे थे कि वहां अध्यापकयो को 6000 सैलरी दी जा रही है जो कि एक बहुत भद्दा मजाक है।। अब यही सब आप दिल्ली में कर रहे हो।। आखिर आप गुजरात की कमी निकलने गए थे या वहां से सीखकर आये हो और अब उतनी ही सैलरी दिल्ली। में मिल रही है क्या यह मजाक नही है।।

      और सिसोदिया जी आप अभिभावकों के विचार सुनते हो तो कभी अध्यापकयो की भी शिकायत सुन लिया करो। आज आप सेक्टर 6 रोहिणी में आये तो प्रिंसिपल ने कंप्यूटर अध्यापक को अंदर आने तक रोक दिया कि आपको शिकायत तक न कर सके क्या यही इंसाफ है।।

      शिक्षा तभी सुधर सकती है जब शिक्षक को उसका हक मिले और वो बिना किसी चिंता अपना ध्यान पढ़ाने में लगा सके।।

      अगर आप दिल से कुछ अच्छा करना चाहते हो तो FDS और TCIL अधिकारियों को बुलाकर एक बार पूछो की 6000 में क्या मजदूर भी मिल सकते हैं। कुछ तो शर्म करो।।

    2. for all the talk about Delhi Govt Schools school in Vasant vihar still neglected and unhygienic

      Mr.Sisodia please do an inspection of Rajkiya Vidyalaya Vasant Vihar the toilets are broken and full of pan spit. Unclean and unhygienic our kids have it as a centre. Today loud music was playing from nearby vicinity during Math exam. Invigilators refused rough sheets too.

    I can't attend the exam due to serious illness of 1st term and on 2nd I got failed in 11 so I went to your office and ur office member doesn't take part in it and the paper doesnt reapper for meducal and behind the marksheet also have policy and the school understand the policy not follow ur education policy it's shame on u and ur education policy.

    This is to  draw your kind attention towards the recruitment process of TGT Computer science Post Code 192/14 advertised by DSSSB via Advertisement No. 1/14 in the year 2014.

    The written examination was conducted on 21/5/2017 and document verification was completed in November 2017.

    Selected candidates received the  letters for the medical exmaination from 16/01/2018 onward in the allotted hospital  i.e. JAG PRAVESH CHANDRA HOSPITAL, SHASTRI PARK, Delhi. A Total of 111 Candidates were allotted for medical examination in this hospital.

    The hospital has alloted the appointments for medical exam from 08/02/2018 onwards. The hospital is calling only 10 candidates per week and taking  3-7 days per candidate whereas in other hospitals are completing the medical exam of a single candidate in 1-2 days. Till date medical examination of about 50 candidates have been completed but Medical fitness report of the medically fit candidates is not sent to Directorate of Education office. DOE can issue the joining letters to these candidates immediately but DOE is waiting for the medical reports.


    Also many candidates got date in mid of April 2018 and some even did not get medical dates till now. In other hospitals candidates whose medical is completed on 20.02.18 have now got appointment in DOE on 09.03.2018.

     

    Therefore on behalf of all candidates of TGT CS I request you to give special attention to speedup the medical and joining process so we all get our joining in the month of April 2018 as schools as well as students are facing the acute problem of shortage of Computer teachers.

  30. Hi Sir, You have been putting your 200% efforts to make the education system strong. But in today date there is no future of Delhi public teachers. All schools are hiring every teacher on contract basis and they don't care about the student. School administraction think that student are their customers. Are you thinking about those teachers who are working on contractual basis?

  34. Sir lots of schools have opened today and many more opening on 9th. We can see small kids going to school in this weather. Can DOE extend the holidays till sunday to make kids cimfortable

In our school.....arrears totally was decided not to be taken...and only 7th pay was asked to start from this session...we as teachers were finally happy that our hard work will finally be appreciated and finally we will get 7th pay too after 3 years of its application..?but this one sided decision has again totally shattered our dreams.....my school one of the best school in east delhi has the least fees of 2400 rupees from class 4 to class 8 in the area but provide world class facility like robotics, atl , mun, coaching of football, basketball , volleyball, etc ntse jstse class etc all free ,has been constant winner of national level science maths cbse models, international science activities like odyssey of mind , has been the recipient of British school award , given 1st prize as best school for best co curricular activities....also ranked among the top school for atal tinkering labs, this year along with smartboards virtual labs have been introduced,
    Sir I have been a student of this school and now I am a teacher too in this school....so I really understand how much fair our school authority have been....
    But apke is ektarfa faisle ki wajah se such good schools are facing huge financial crisis....they are not able to give just salaries to us...due to which soon good teachers will leave such fair school that will detoriate studies of such schools , no good academic person will come to teaching due to unjust salaries provided to them....
    Do you realize so many parents every year even after constant reminders do not pay school fees even when they don't come under ews, and give dhamki ki pure year fees n.a. BHI do to nothing can be done as you are supporting them, aise to ye good schools khatam ho jayenge, to can you give assurty that we all be given government jobs???
    Sir I really appreciate your work , but kindly look into the matter from both the sides, we as teachers are said to be in the most nobel profession but tell me kab tak is nobel profession mein log aana chahenge jab unko salary hi dusre professions SE kam mila karengi?do you really want all of us to leave our teaching passion and create great citizen of the country......please look into the matter considering example of my school which is very very fair in fees.

Sir I highly appreciate your effort of planning to give free rides in metro and buses to women for our safety...surely it will help us a lot and we appreciate your concern....but as feminist I feel this will create a lot of unnecessary debt on metro and delhi govt.that hampers our self respect as a feminist.
    So sir please kindly keep a donation box at every metro station where we women on the basis of our affordability and will can contribute something for metro develop and delhi develop....this will keep our self respect intact too. So kindly think in this respect...bcz we women don't want to create this impression of oppressed class waiting for free things...we want equality in opportunity as well as want to contribute equal duties for the development of delhi

    Primary teachers will get a age relaxation upto 65 years whereas
    Secondary teachers who also dont get any type of pension or dont get a single penny help at the time of retirement will not get 65 age..
    Why ????
    Please allow secondary teachers also to work till the age of 65..

    I would like to share my views that School fees for the month of march 2020 should be waived off beacuse of COVID-19 as students has not attended the school from first week of march.Kindly share your views as well for the same subject request with Govt. to accept our request because school managments debit 15 days salary of thier staff but asking full fee with transport and no exemption on the same. We are also suffer too as salary will debit to us and Govt should help us in this crucial time.kindly help if possible and oblige us. Gratitude Manish Sharma

    अपने बच्चों के दाखिले के लिए अभिभावक मनीष सिसौदिया के आवास पर गये थे जहाँ से पुलिस अभिभावकों को गिरफ्तार करके मंदिर मार्ग थाने ले आई।
    लेकिन अभिभवक थाने में भी अपनी मांगों को लेकर डट गये, अपने बच्चो के दाखिले की मांग करने लगे।
